Since 2017, Colombia has experienced significant challenges in implementing the comprehensive peace agreement. As has occured in other contexts transitioning to peace, political, social, economic and legal difficulties have obstructed the effective implementation of the accord with the FARC.
However, the Colombian case presents particular challenges. First, the implementation of the agreement is taking place in a context in which other organised armed groups continue to operate and threaten the security of various regiones in the country. Second, it is occurring in the midst of a large migration influx from Venezuela, which has produced new difficulties, particularly in the border regions. This workshop brought together representatives of civil society from La Guajira, government officials and UNHCR representatives to discuss the security challenges that these transformations have created for the communities of La Guajira.
